Kitzmilleria was originally proposed as a subgenus of Culex by Danilov (1989), with moucheti Evans, 1923 as its type and the only included species. Culex moucheti was originally placed in the Pipiens Group of subgenus Culex, and was considered a member of the Decens Series (Edward, 1932) until Danilov (1989) proposed subgenus Kitzmilleria based on its distinct adult, larval and pupal morphology.
